The Fed­eral Min­istry of Hous­ing, Urban Devel­op­ment and Build­ing (BMWSB) has developed guidelines for gender-equit­able urban devel­op­ment policy in a two-year par­ti­cip­at­ory pro­cess with an advis­ory board of 20 experts from sci­ence and research, admin­is­tra­tion, civil soci­ety and prac­tice.

In urban devel­op­ment, the guid­ing prin­ciple of Agenda 2030, ‘Leave no one behind’, is becom­ing increas­ingly import­ant. The aim is not only to dis­cuss the equal­ity of vul­ner­able groups, for example in public spaces, but to act­ively imple­ment it. In doing so, per­spect­ives that have been neg­lected up to now should be seen, dis­cussed and incor­por­ated. These are often the require­ments of women, but also of older people, carers and chil­dren. As a guid­ing doc­u­ment for public wel­fare-ori­ented urban devel­op­ment, the ‘New Leipzig Charter’ for­mu­lates con­crete dimen­sions for action and key prin­ciples of good urban policy. The guidelines are inten­ded to address pre­cisely this issue and meet the demand for cre­at­ing live­able, high-qual­ity spaces that are access­ible to all.

Since the guidelines were pub­lished on Inter­na­tional Women's Day 2025, their sig­ni­fic­ance has been dis­cussed at sev­eral spe­cial­ist events. In July 2025, the doc­u­ment was dis­cussed at the Women in Archi­tec­ture SUMMMIT with around 200 par­ti­cipants. The Asso­ci­ation of German Land­scape Archi­tects iden­ti­fied topics in the guidelines such as inclus­ive par­ti­cip­a­tion, safe and bar­rier-free public spaces, fair mobil­ity con­cepts and care-ori­ented plan­ning as key areas for action. This will be fol­lowed in autumn 2025 by the 18th Fed­eral Con­gress on National Urban Devel­op­ment Policy and the event ‘Urban Repro­duc­tion. Infra­struc­tures of Care’ organ­ised by the German Archi­tec­ture Museum (DAM).

PRO­PRO­JEKT sup­ports the National Urban Devel­op­ment Policy by provid­ing stra­tegic con­sultancy, plan­ning and man­age­ment of pro­cesses and frame­work con­di­tions, as well as stake­holder man­age­ment. This involves design­ing, organ­ising and provid­ing con­tent for work­shops, edit­or­ial meet­ings and events.
