
The Federal Ministry of Housing, Urban Development and Building (BMWSB) has developed guidelines for gender-equitable urban development policy in a two-year participatory process with an advisory board of 20 experts from science and research, administration, civil society and practice.
In urban development, the guiding principle of Agenda 2030, ‘Leave no one behind’, is becoming increasingly important. The aim is not only to discuss the equality of vulnerable groups, for example in public spaces, but to actively implement it. In doing so, perspectives that have been neglected up to now should be seen, discussed and incorporated. These are often the requirements of women, but also of older people, carers and children. As a guiding document for public welfare-oriented urban development, the ‘New Leipzig Charter’ formulates concrete dimensions for action and key principles of good urban policy. The guidelines are intended to address precisely this issue and meet the demand for creating liveable, high-quality spaces that are accessible to all.
Since the guidelines were published on International Women's Day 2025, their significance has been discussed at several specialist events. In July 2025, the document was discussed at the Women in Architecture SUMMMIT with around 200 participants. The Association of German Landscape Architects identified topics in the guidelines such as inclusive participation, safe and barrier-free public spaces, fair mobility concepts and care-oriented planning as key areas for action. This will be followed in autumn 2025 by the 18th Federal Congress on National Urban Development Policy and the event ‘Urban Reproduction. Infrastructures of Care’ organised by the German Architecture Museum (DAM).

PROPROJEKT supports the National Urban Development Policy by providing strategic consultancy, planning and management of processes and framework conditions, as well as stakeholder management. This involves designing, organising and providing content for workshops, editorial meetings and events.
